After much debate on what form the Senate version of a climate bill will take, Senators Kerry (D-MA), Graham (R-SC) and Lieberman (I-CT) announced they will soon release details on an alternative plan for cutting carbon emissions. Their hope is that the new proposal, which would scratch the emphasis on a cap and trade scheme, will be able to get the needed 60 votes to pass.

Some House representatives and environmentalists worry that this will nullify the House-passed Waxman-Markey cap and trade legislation that passed in June of 2009. The Senate version of the bill is expected to include investments in nuclear power, coal, and offshore oil drilling.

1Sky Campaign Director Gillian Caldwell said, "It's really clear that whatever attains 60 votes in the US Senate at this stage in the game is at best an extremely incremental step forward."
